Quadpacked on UVLS? how?

What do you mean "how"?

The UVLS is a modular system that is designed from the outset to be able to pack more than one payload in a cell.
A multipack approach (whether quadpack or dualpack or otherwise) can use either a cold launch approach (separate cold launch mechanism for each individual payload) or a hot launch approach which would be some variation of having a concentric venting system like the UVLS launch of YJ-18.
For both approaches, each individual payload in the multipacked cell will sit in its own housing/subcanister.

In the latest CHH, they confirmed that HHQ-9C is multipack capable "like ESSM"(Quadpack confirmed???) but is more similar in performance to Patriot PAC 3.
Without boosters, it can be quadpacked; with boosters, it can only be dualpacked.

Currently, we haven't seen a navy version without boosters. But let's just say dualpack is also a multipack, right?

Comparing a dualpacked system to ESSM is a bit odd given the latter is quadpacked, but then again considering how few operational SAMs there are which are multipacked to begin with, I think we can sort of let it slide.

At minimum it can be established even more firmly that we know at minimum HHQ-9C can be dualpacked in UVLS (even though I think they strongly hinted it last September as well). And for what looks like a fairly capable two stage SAM, with an airframe profile that may have increased augmentation for ballistic missile defense tasking relative to prior HQ-9 variants, that is a meaningful capability uplift.

I mean they did also say "They wanted both ESSM and the legendary quadpacked Patriot 3". So either they meant the booster can be somehow quadpacked or HHQ-19C is similar in performance even without the booster.
