So the PLAN can pretty much act like it has a couple aircraft carriers when it is within the protection zone of the PLANAF.

And I think that while the shallow waters around China's coast and especially yellow sea may be an disadvantage for her own sub fleet in a defensive war it will become her advantage.

Areas covered by land-based PLANAF's combat radius are all within range to low-flying cruise missiles. Assuming the CJ-10 has range of 2,500 km, you can launch from Xiamen and hit Tokyo. Cruise missiles are much cheaper than fighter-bombers and carrier battle groups.

A full sized carrier (not small ASW carriers) is an offensive weapon, and its purpose is to project military might away from your shores. For the Chinese navy to operate such carrier(s), they must reach a point or condition where it the expense justifies the value of deploying your carrier group somewhere to show your flag, make port visits, and impress the locals.

With many more countries able to defend themselves better the role of the offensive super carrier might well disappear. Chinese carriers might always be defensive, protecting the home country, sea borne trade &c. After all even Iraq and Afghanistan can't be subdued by the country that spends nearly as much on its military as all other countries together.

Other than offense they could be useful in a defensive situation too. Say providing air cover/defend smaller/second tier vessels against enemy air attacks. Land based SAMs like S-300 can help somewhat but they can't loiter.
