Confirmation HK won FN Is trying to Appeal

The market of the future assault rifle of the French army should be attributed to a German group, Heckler & Koch, at the expense of FN Herstal, wrote Tuesday French title Les Echos and La Tribune. FN Herstal does not confirm, but indicates that an action has been brought by it before the Administrative Judge of First Instance in France.

No French manufacturer was among the candidates to tender. According to Les Echos, FN Herstal was the preference of the French public group Nexter weapons, because he agreed to entrust part of the maintenance of the weapon at one of its workshops in France.

According to Les Echos and La Tribune, the market is estimated at between 300 and 400 million. It includes the provision of 90,000 individual weapons.

L’entreprise liégeoise concourt depuis deux ans à un appel d’offre du ministère français de la Défense en vue du remplacement du fusil FAMAS, rappelle-t-elle dans un communiqué. Selon Les Echos, c’est le HK 416 de la firme allemande Heckler & Koch qui aurait remporté le marché face à ses quatre concurrents.

«FN Herstal confirme qu’un débat sans rapport avec la qualité et avec la performance de son produit est en cours avec l’administration française. Un recours a été introduit par FN Herstal devant le juge des référés administratifs, par la voie du référé précontractuel», affirme la FN, précisant que la décision devrait être connue «au plus tard en début de semaine prochaine».

«Jusqu’à cette décision, la procédure demeure suspendue et le marché n’est pas attribué», estime l’entreprise liégeoise, propriété de la Région wallonne.

Aucun fabricant français ne figurait parmi les candidats à l’appel d’offres. Selon Les Echos, FN Herstal avait la préférence du groupe public français d’armement Nexter, car il acceptait de confier une partie de la maintenance de l’arme à l’un de ses ateliers en France.

Selon Les Echos et La Tribune, le marché est évalué entre 300 et 400 millions d’euros. Il comprend la fourniture de 90.000 armes individuelles.

U.S. joins NATO in warning Kosovo against move to form an army

BRUSSELS — NATO and the United States warned Wednesday they could scale back cooperation with Kosovo's security services if the government goes ahead with plans to transform its lightly-armed security force into an army without the required constitutional changes.

NATO Secretary General Jens Stoltenberg said he told Kosovo's leaders by telephone "that unilateral steps such as these are unhelpful." He warned that if Kosovo goes ahead as planned "NATO will have to review its level of commitment, particularly in terms of capacity-building."

A U.S. embassy statement said "adoption of the current proposed law would force us to re-evaluate our bilateral cooperation with and longstanding assistance to Kosovo's security forces."
The move must be carried out through an "inclusive and representative political process," the statement added.

Kosovo President Hashim Thaci on Tuesday sent a draft law to parliament asking approval to form a regular army. The move was immediately denounced by Serbian leaders, who refuse to recognize Kosovo's independence and said they will use all political means available to prevent the formation of an army.

"There is no turning back. The KSF (Kosovo Security Force) will be transformed into Kosovo's army," Thaci told Radio Free Europe Wednesday. "Western Balkans is endangered from the Russian military bases in Serbia, from Russia's MIG jets in Serbia and from the Russian military exercises in Serbia."

"I expect that NATO is aware of such concrete threats," Thaci said at a news conference later Wednesday.

Constitutional amendments would require voting approval from the ethnic minorities at Kosovo's parliament. Serbia in effect holds a key say through Kosovo Serbs on whether the required constitutional changes can happen.

Thaci said Kosovo cannot "coordinate with Serbia" on its own affairs and that "Belgrade cannot decide for Kosovo."

"NATO and our international partners should assist Kosovo during this transformation and never think of punishing it simply because Serbia is not convinced that Kosovo should found its own army," he said.

Serbia's Prime Minister Aleksandar Vucic on Wednesday said he expects "help and support" from the European Union, the United States and Russia over Kosovo's plan. Vucic said the move was against the U.N. resolution that ended the war in Kosovo in 1999, and even against Kosovo's own constitution, which Serbia does not recognize.

Thaci said he asked Vucic at a telephone call Tuesday to tell ethnic Serb minority lawmakers to return to the parliament to vote for a number of projects including creation of the new army, and made clear to the Serb prime minister that the army would never be a "threat for Serbia or any other country."

"The response was disappointing," he said.

Both the U.S. and NATO are key Kosovo allies and have been helping to build up Kosovo's security force.

Relations between Kosovo and Serbia have been tense recently and the move is likely to make things worse. Kosovo declared independence in 2008. The move has been recognized by 114 countries but not Belgrade.

NATO stands ready to continue dialogue with Russia over the Intermediate-Range Nuclear Forces (INF) Treaty, but will take every required measure to ensure the alliance’s safety and security, NATO Secretary General Jens Stoltenberg said on Wednesday at a meeting of the NATO-Russia Council at the level of ambassadors.

"While we stand ready to continue dialogue on this issue with Russia, as anAlliance we are also committed to take effective measures to continue to ensure the safety and security of all Allies," Stoltenberg was cited by NATO press service as saying.

The NATO secretary general pointed out that NATO believes that "the missile system 9M729 poses a serious risk to the strategic stability of the Euro-Atlantic area."

NATO said that the sides had shared views on the INF treaty which the United States might quit. NATO members agree that "the INF Treaty has been crucial to Euro-Atlantic security."

"The United States is in compliance with its obligations under the INF Treaty and continues to provide substantial transparency on its programs," Stoltenberg said voicing concern about Russia’s steps.

"Allies have repeatedly expressed serious concerns about the new Russian missile system, known as the 9M729 or SSC-8. NATO has urged Russia repeatedly to address these concerns in a substantial and transparent way, and to actively engage in a constructive dialogue with the United States," the NATO press service said citing Stoltenberg’s speech at the NATO-Russia meeting.

"We regret that Russia has not heeded our calls. This reinforces our assessment that the missile system 9M729 poses a serious risk to the strategic stability of the Euro-Atlantic area," he concluded.
