IMO Biden might be looking for a way to find others to subsidise US Green Industries (force the countries taking part on this to use US products)
Then have many of these industries in Republican states in order to "buy off" the voters there.
It is actually a brilliant plan. Biden is for sure a very smart politician. However my point remains, where is the money?

One thing I would like to know is whether blacks really are committing a disproportionate percentage of racist hate crimes against Asians, or if it’s only the attacks perpetrated by blacks that gets promoted by western social media companies to cause them to go viral, while similar videos of racists attacks by whites either get hard censored and deleted or soft censored and never recommended to anyone.
India's defense industry is undeveloped, the country has high corruption, low education quality, and very limited experience in high-end engineering. A modern aircraft carrier is a very complex product. India is trying to punch above its weight in everything. Most of its ambitions will stay as dreams until it grows its economy and achieves decent human capital.
Well, BRI already includes solar and wind farms, and hydroelectric power stations so I don't think the green alternative has something that the BRI hasn't. I think this is a good development overall. At least they offer alternatives and go beyond smear campaigns.
