No. Things were set up for the Soviet Union to fail. They invested all they had into a show project but deep down, their economy was rotten, and their population and talent pool were small. The Soviets were like a boxer with skinny legs; they could not keep up the long game to support the heavy and energy-expensive upper body or military development. The US was not in a losing position at all and knew that the Soviets made a one-time achievement without the stamina to continue.
The turning point was COVID plus the national security law for the UK. The national security law had to be passed for obvious reasons but COVID preyed on the minds of the irrational, which the UK government seems to be flush with. If you look at COVID from the big picture, it did more damage to the US than any Huawei loss could nibble at. Plus, because it devastated the economy of the West so badly, Huawei overtook Samsung. There is no victory here for the US.
