It is de-industrialization.

How to combat de-industrialization?

Get people to invest. Get the rich people and corporations to invest in capital goods for production.

Well, that is all we need to know.

Who in their right mind is going to invest in Europe, and rebuild heavy industry or other factories.

Not the Europeans, because they are closing things down. Not the Chinese, because of obvious reasons.

The only strange thing is how they manage to get themselves in such a state of terminal decline.

The more hilarious move would be to contract some Indian scammers to spam them with fake applications with the promise that they can keep any money they do manage to scam out of the CIA. Plus the bragging rights. Hell, the Indians will probably do it for free just for tue bragging rights.
