It turns out, Trump didn't actually meant 25% surcharge will be paid to the US by China, instead he meant:

Escorting doesn’t mean they have to stay with the bombers at all times. In an operational capacity, the last place you want your stealth fighters is right next to your massive RCS bombers.
If there were J20s involved, it would make far more sense for them to leverage their stealth to position themselves in the F15s blind spots rather than let the F15s get close to them. Especially since there are J16s to stay with the bombers. That would add training value and real world testing to the mission to make it worthwhile deploying the J20s.
