No. Continuous export of rare earth products for commercial use reduces the Western private sector’s incentive to build up the production capability. Western MIC cannot piggyback on private sector’s efforts, thus have to pay for the entire production chain themselves.
Also, completely cutting off RE now would have a similar effect as America embargoing oil to the Japanese during WWII. The impact on their entire industry, economy and military would be so profound that you would basically end up forcing them to go to war for that resource ASAP before their dwindling stocks runs out.
