During his news conference, Blinken said he reiterated the US’ “serious concerns” about China’s provision of dual use parts “that are powering Russia’s illegal war of aggression against Ukraine.”

“Russia would struggle to sustain its assault on Ukraine without China’s support,” he said, adding that he had “made clear that if China does not address this problem, we will.

Without US content creators, the rest of the world would slowly lose interest too and TT will eventually die off.
I don't agree with this. What makes you think that non-American TikTok users mainly consume US-based content? Based on what I've seen, that isn't the case. TikTok users in other countries seem to primarily consume content that was produced in their country or in another country that speaks the same language. Without American content creators, TikTok would probably decline in the Anglosphere, but I think it would be fine in the rest of the world.

Douyin, for instance, is thriving without American users.

It's about ad revenue, US companies are the biggest ad purchasers, a ban in the US will likely stop them from advertising on TT worldwide, that's the killing blow.

If the US goes for secondary sanction, then even non US companies with business in the US would stop advertising on TT.

Yes, TT will survive in some non English spreaking and non Western markets, but they're small in comparison for TT.

It would be a major blow, there's no doubt about it. On the flip side, it could be a major opportunity for Chinese companies. We saw how quickly Temu, Shein, TCL, etc. grew in the USA. Perhaps the void left by American companies on TikTok will allow Chinese companies to rapidly expand in the rest of the world. Even without the US market, Bytedance will still be making roughly ~$100 billion a year. They will not give up on the rest of the world.
