Remember the Kansas experiment, the massive tax cut at the state level didn't spur economy growth. Instead the tax cut creates a huge budget deficit and eventually forces budget cuts that result in 4 days per week schools and crumbling infrastructure and ballooning debt.
Beside, even though Texas doesn't have income tax, Texas has one of the highest property tax in the nation. Local and municipal governments need funding for schools, libraries, road maintenance, and emergency services. After the local governments share of education cost increases, many local governments have no choice but increases property tax.
