Probably more since theres a lot of down stream services that rely on rail way work. The transportation system is a large integrated system and if one stops the others will follow with supply issues running rampant throughout the country.
It seems increasingly likely that Turkey may invade Northern Syria and Iraq to get rid of the Kurds. Not to mention that Iran is hitting Northern Iraq and fighting with the Kurds in several areas right now. I guess Turkish influence over the foreign aspect of the Ukrainian war is putting RU/US in a tough spot where neither side can alienate the Turks.

If things were being shipped by rail it means that it was the most economic method, otherwise it wouldn't have been shipped by rail. It also assumes that there is surplus capacity in other transportation modes. If there is not then no further transportation occurs.

Wrong. Air is much higher price and water/road transport is already at capacity. Absorbing all the rail transport cargo will further overload the system causing further economic supply shortage and slowdown. This is a big deal.
