LAHORE, Pakistan (Reuters) - Pakistan has decided to launch a paramilitary crackdown on Islamist militants in Punjab, the country's richest and most populous province, after an Easter Day bombing killed 70 people in the provincial capital Lahore, officials said on Monday.

Sunday's suicide bombing at a public park was claimed by the Pakistani Taliban's Jamaat-ur-Ahrar faction, which once declared loyalty to Islamic State. The group said it was targeting Christians.

The brutality of the attack, Jamaat-ur-Ahrar's fifth bombing since December, reflects the movement's attempts to raise its profile among Pakistan's increasingly fractured Islamist militants.

At least 29 children enjoying an Easter weekend outing were among those killed when the suicide bomber struck in a busy park in the eastern city of Lahore, the power base of Prime Minister Nawaz Sharif. Pakistan is a majority-Muslim state but has a Christian population of more than two million.

Pope Francis condemned the attack as "hideous" and demanded that Pakistani authorities protect religious minorities.

It was Pakistan's deadliest attack since the December 2014 massacre of 134 school children at a military-run academy in the city of Peshawar that prompted a government crackdown on Islamist militancy.

Security and government officials told Reuters the decision had been made to launch a full-scale operation involving the paramilitary Rangers, who would have powers to conduct raids and interrogate suspects in the same way as they have been doing in the southern city of Karachi for more than two years.

The move, which has not yet been formally announced, represents the civilian government once again granting special powers to the military to fight Islamist militants.

"The technicalities are yet to be worked out. There are some legal issues also with bringing in Rangers, but the military and government are on the same page," said one senior security official, speaking on condition of anonymity as he was not authorized to share details of the plan.

One other military official and two government officials confirmed the decision on condition of anonymity.

"The PM ordered a joint operation of ‎the counter-terrorism department and Rangers in the border areas of Punjab against terrorists and their facilitators," said one government official who attended a meeting with Sharif and Punjab officials on Monday.

The move is likely to be controversial in Punjab. In Karachi, the Rangers' crackdown has drawn accusations of human rights abuses and the targeting of opposition politicians, though the rate of militant and criminal violence has dropped sharply since the paramilitary force arrived.

Sharif's own party has long opposed any militarized operation against militants in its Punjab heartland.

"FAILURE IS THEIR FATE"

Military spokesman Gen. Asim Bajwa said intelligence agencies, the army and Rangers had already launched several raids around Punjab following the attack, arresting an unspecified number of suspects and recovering arms caches.

Sharif visited the wounded in hospitals and described the attackers as a "coward enemy trying for soft targets".

"Terrorists should know that failure is their fate," he said in a television address to the nation, vowing to crush them.

Claiming responsibility on Sunday for the attack on behalf of Jamaat-ur-Ahrar, spokesman Ehsanullah Ehsan issued a direct challenge to the government: "We want to send this message to Prime Minister Nawaz Sharif that we have entered Lahore."

Rescue services spokeswoman Deeba Shahnaz said at least 29 children, seven women and 34 men had been killed and about 340 people wounded, with 25 in serious condition.

Jamaat-ur-Ahrar has claimed responsibility for several big attacks since it split from the main Pakistani Taliban in 2014. [L3N17026B]

While it mostly focuses attacks in its base of the northwestern Mohmand tribal area, it has previously carried out at least two major attacks in Lahore: one in 2015 that targeted two Christian churches and another at the Wagah border between India and Pakistan in late 2014.

Pakistan has been plagued by militant violence since it joined a U.S.-led campaign against Islamist militancy after the Sept. 11, 2001, al Qaeda attacks on the United States.

While the army, police, government and Western interests have been the prime targets of the Pakistani Taliban and their allies, Christians and other religious minorities have also been attacked.

Security forces have killed and arrested hundreds of suspected militants under an earlier crackdown launched after the 2014 Peshawar school massacre. Militant violence eased, but groups retain the ability to launch devastating attacks.

Two recent extraordinary political statements by the Abe Administration reflect how deep, even neuralgic, Japan's sense of rivalry with China is. Each suggests that this rivalry may be undercutting Japanese diplomacy in general and its aid program in particular.

initiative, seen by many as a response to China's recent Asian infrastructure initiatives. The third pillar of this Partnership seeks to 'double the supply of funding for projects with relatively high-risk profiles'. The main mechanism to achieve this fiduciarily questionable goal is to:

The Japan-China rivalry is deeper and broader than the US-China one, and it is driving deep Japanese policy changes across a wide spectrum. These two extraordinary Japanese political statements reflect this change, and the risk that the Abe Administration's approach to its rivalry with China is warping long-standing bipartisan policy settings in ways that do not clearly benefit the Japanese people or those whom its aid program seeks to help.

But Zumwalt is not cheap.

Although it was initially designed in 1998 with the intention of producing 32 warships for a total cost of $36.9 billion (including R&D costs), a combination of cost overruns and procurement cuts have sent per-ship costs skyrocketing. According to the U.S. Government Accountability Office, each of the Zumwalt-class ships now under construction, expected to cost $1.2 billion to build, will instead cost $7.5 billion.

That's more than half the cost of a Ford-class aircraft carrier, and a big price to swallow and get only a destroyer in return. So it's little wonder that, with costs spiraling out of control,

Introducing China's Type 055 battle cruiser

" for its navy. This new weapons system, which TNI dubs a "dreadnought," is believed to displace 11,500 tons, putting it somewhere between the size of an American Arleigh Burke destroyer and a Zumwalt. And the Type 055's size may be only its least impressive attribute.


According to TNI, the Type 055 will boast:




    • X-band and S-band radars, giving it defensive characteristics similar to America's "Aegis"-equipped cruisers -- a capability even the Zumwalt does not possess.
    • A new electric drive allowing cruising speeds of 32 knots, and perhaps producing enough juice to power next-generation laser weapons like on Zumwalt.
    • long-range land attack cruise missiles
    • sea-based missile interceptors
    • medium- and long-range air defense missiles
    • medium-range antisubmarine missiles
    • a "new-type supersonic long-range antiship missile."
In total, Type 055 will pack 96 such missiles -- 20% more than Zumwalt can carry, and on a platform 20% smaller (and we presume, correspondingly cheaper). In the best of all possible worlds, in which we assume that China's cost of building a warship "per ton" is equal to what the Pentagon is spending on Zumwalt, the Chinese navy would still be putting missiles on boats at roughly 60% the cost we're spending.

. In fact, the missiles carried by China's new battle cruiser might even be able to shoot down satellites.


One question: Why?
That's a pretty alarming line to read in a TNI assessment of China's new weapons program. It also raises the question of why China would build a new boat to load anti-satellite missiles aboard. (One would think it'd be cheaper to just set up the missiles on land, and skip the cost of building a battle cruiser.)

Presumably, the answer is that land is fixed in location, and this location may not be conducive to targeting a satellite in some other location. Conversely, an anti-satellite battle cruiser can be sent all over the globe, attacking satellites on any orbit, from any vector. But whatever the answer, this is not the point defense investors should be focusing on.

The real point is that China is building a new battle cruiser that, at least judging by the specs that have been released, appears to outclass the most advanced "destroyer" in the U.S. fleet, both in traditional missions (anti-ship) and in new objectives (anti-satellite). This, in turn, could affect the U.S. Navy's plans to continue doing things as it's

evolves, however, so too must the Pentagon's acquisitions strategy. Chances are, Huntington Ingalls and General Dynamics will still be the companies that get tapped to respond to these threats. But the work they do might be directed more toward research and development of new weapons and new ships, and less toward building older, more standardized designs. This, of course, could put pressure on profit margins.

Panama Papers: Mossack Fonseca leak reveals elite's tax havens
A huge leak of confidential documents has revealed how the rich and powerful use tax havens to hide their wealth.

Eleven million documents were leaked from one of the world's most secretive companies, Panamanian law firm Mossack Fonseca.

They show how Mossack Fonseca has helped clients launder money, dodge sanctions and avoid tax.

The company says it has operated beyond reproach for 40 years and has never been charged with criminal wrong-doing.

French President Francois Hollande hailed the "good revelations" which would "increase tax revenues from those who commit fraud".

The documents show 12 current or former heads of state and at least 60 people linked to current or former world leaders in the data.

They include the Icelandic Prime Minister, Sigmundur David Gunnlaugson, who had an undeclared interest linked to his wife's wealth. He has said he will not resign.

The files also reveal a suspected billion-dollar money laundering ring involving close associates of Russian President Vladimir Putin.

Gerard Ryle, director of the International Consortium of Investigative Journalists (ICIJ), said the documents covered day-to-day business at Mossack Fonseca over the past 40 years.

"I think the leak will prove to be probably the biggest blow the offshore world has ever taken because of the extent of the documents," he added.

The documents also shed light on how Mossack Fonseca offered financial services designed to help business clients hide their wealth.

, was offered fake ownership records to hide money from the authorities. This is in direct breach of international regulations designed to stop money-laundering and tax evasion.

An email from a Mossack executive to Ms Olszewski in January 2009 explains how she could deceive the bank: "We may use a natural person who will act as the beneficial owner… and therefore his name will be disclosed to the bank. Since this is a very sensitive matter, fees are quite high."

Ms Olszewski did not respond to the BBC's questions.

In a statement, Mossack Fonseca said: "Your allegations that we provide structures supposedly designed to hide the identity of the real owners, are completely unsupported and false.

"We do not provide beneficiary services to deceive banks. It is difficult, not to say impossible, not to provide banks with the identity of final beneficiaries and the origin of funds."

The data also contain secret offshore companies linked to the families and associates of Egypt's former President, Hosni Mubarak, former Libyan leader Muammar Gaddafi and Syria's President Bashar al-Assad.

Russian connection
Also revealed is a suspected billion-dollar money-laundering ring that was run by a Russian bank and involved close associates of President Putin.

The documents reveal for the first time how the bank operates.

Money has been channelled through offshore companies, two of which were officially owned by one of the Russian president's closest friends.

Concert cellist Sergei Roldugin has known Vladimir Putin since they were teenagers and is godfather to the president's daughter Maria.

On paper, Mr Roldugin has personally made hundreds of millions of dollars in profits from suspicious deals.

But documents from Mr Roldugin's companies state that: "The company is a corporate screen established principally to protect the identity and confidentiality of the ultimate beneficial owner of the company."

The Kremlin spokesman said it was clear the main target of the reports was Mr Putin, as well as Russia's political stability ahead of parliamentary elections.

Dmitry Peskov dismissed the investigation as insinuation and speculation, and suggested many of the team of journalists behind it were actually former US state department and CIA officials.

Iceland connection
Mossack Fonseca data also show how Icelandic Prime Minister Sigmundur David Gunnlaugsson had an undeclared interest in his country's failed banks.

Leaked documents show that Mr Gunnlaugsson and his wife bought offshore company Wintris in 2007.

He did not declare an interest in the company when entering parliament in 2009. He sold his 50% of Wintris to his wife for $1 (70p), eight months later.

The offshore company was used to invest millions of dollars of inherited money, according to a document signed by Mr Gunnlaugsson's wife, Anna Sigurlaug Palsdottir, in 2015.

Mr Gunnlaugsson is facing calls for his resignation, but said on Monday that this was not something he was considering.

He apologised for his poor performance in an earlier interview, when he walked out after a question about Wintris.

The prime minister stressed that his wife had always paid taxes in Iceland.

He says he has not broken any rules and his wife did not benefit financially from his decisions.

Mossack Fonseca says offshore companies are available worldwide and are used for a variety of legitimate purposes.

"If we detect suspicious activity or misconduct, we are quick to report it to the authorities," it said. "Similarly, when authorities approach us with evidence of possible misconduct, we always co-operate fully with them."

Jennie Granger, a spokeswoman for the UK's tax authority, HM Revenue and Customs (HMRC), said the organisation had received "a great deal of information on offshore companies, including in Panama, from a wide range of sources, which is currently the subject of intensive investigation".

She said the ICIJ had been asked to share all its data with HMRC.

I wonder how many current and past US corporate and political elites are in the Panama Papers. My guess is as more facts come out, we'll see many senior Congressional, Executive, and Megacorporations in the stew pot. Also, there's no reason to believe the Judicial Branch is clean, so I fully expect them on the list too. Call me cynical, but smart people are no less corrupt than regular people, they just could hide their corruptions better.
