Does anyone know if the Ilyushin Il-76 (all variants) is certified to carry Western troops? I need to know to help write an opinion piece. Thanks.

Depends on what you mean by "certified". If you mean physically capable, of course they are. If you're asking whether or not any "western" armed forces have Il-76s... that's another story.

I know the C-17 is certified by Western authorities to carry Western troops with their equipment, but can the same be said, for the Il-76. I know the IL-76 is certified to carry Western military hardware, but is it legally allowed to carry troops?

What are the purposes of the smoke grenades on a MBT?

The smoke grenades serve three purposes

1- create a fog of visual and thermal camoflauge to allow the rapid transistion to another fighting posistion.

2- to Block thermal sights (via small pieaces of burning particles) and laser ranging/guiding devices and the weapons homing in on them

3- In the cases where phosphorus is used to provide a last ditch anti-infantry defense

In conjunction with the Canada C-17 deal I found that The An-124 is certified for civil flight (wich seems to be necessary to carry troops), while the IL-76 is not. However, these already carried canadien troops (into Kandahar). For that purpose they were given a temporary certification.

(scroll down to appendix A)

Then related to a report by the UN on air-safty on peace-keeping missions. The IL-76 was certified by Russia/Ukraine to carry UN personal. In may '03, the back ramp door opend in mid-flight over Kongo, killing 100 people. Since that the use of IL-76 to carry UN personnal is prohibited.

Well manpads have interested me for a while, but know i've heard about passive seeker. What does that mean and how does it acquire the target. (and if there is multiple target) i know the old IR manpads where you beam at the target, fire and forget.

Ahho, IR-targeting is a passiv method, and has been so all the time. The missile-seeker can "see" the heat of the target. Hot exaust gases most obviously, heated surfaces with advanced seekers. Modern Stingers can see UV rays in the sky and see the "hole" an object between the seeker and the sky causes.
The launcher (person) has to visually ID a target, and then point the seeker towards it, the missile will then follow it. And that is fire and forget.
