In practice there is not much difference. Sure, the crew for the indigenous CV program will be able to carry out their training on the, "training carrier," but this does not mean it could not be mobilized for war if the need did arise. There are several J-10, "training regiments," but these J-10s are able to fly and bomb and shoot just like any other J-10. All the PLAN has to do is give the Varyag group a name like the "Naval Academy Carrier Fleet," or "South Sea Fleet Aviation Training Group," etc.

I believe that clause was mostly included to avoid too much attention from the US and European governments, the Ukrainians don't really care.

No, it has room for electo-magnetic catapults. They will not be fitted with steam turbines so there will be nothing to make the steam needed to power current catapults. Ergo it will be EM or nothing.
The Last article I read about the the ( iffy at best) French Version of the Queen Elizabeth class stated that they would use the same catapult's as the Us Nimitz class and Charles de Gaulle those are the 75 m C13-3 steam catapult. of course given that both have yet to begin work it could be changed.
