The Indians will still likely get it. They have way too much Russian hardware to start caring about things like that.
Especially now that Chinese weapons are rapidly evolving and Pakistan is getting them.
Vietnam will also simply not care about US sanctions. Or Algeria.

Since the US claims the Russians cannot make military avionics without their oh so precious semiconductors, then they should not mind if Russia exhausts their chip stockpile with exports since they can't get more no? You will see how hollow this idea the Russians need US/EU/Japan/Taiwan electronics is.

Either you replace BARS radar altogether or get source code from Russia (highly unlikely)

This article on thedrive has a good description of how old F-15s can get upgraded to AESA radar and go from air cooled to liquid cooled.

Not really, after sanctioned by the West, Russia will need more exports in whatever products they can sell to help their economy.

Just means that Pakistan will be forced to use WS-13. We know for a fact that the engine will see use on FC-31/J-35, so it is not vaporware. Also they are happy enough with WS-10 to use it on J-10CP so they have trust in Chinese turbofan.

It won't be easy to change the engine though right? Does that mean that we will have JF-17 Block 4?

It doesn't matter. They can just claim the engines had already been delivered.
Then switch new purchases to the J-10.
Once the new engines for the J-XY become available those can be used on the JF-17.

I thought fc31 is supposed to be equipped with ws19?
