I think the poster was wrong. Her school is part of NWPU but ONLY providing training to CFTE of AVIC, nobody else. So anyone enrolled in that school has the highest security clearance within AVIC and PLA. Besides, NWPU is not an ordinary university, some of their staff has security clearance equal to that of AVIC, they are directly involved in top secrete programs.
Here is about the school, it was established in 1994.

The school is a JV of NWPU and AVIC CFTE, it is only administratively part of NWPU.
