I'm pretty sure those guys have groin protectors as part of their body armour. Peacekeepers who went to South Sudan also wore groin protectors. But indeed most groin protectors are mainly soft armour equivalent Level IIIA. Whilst unlikely to be able to fully stop anything more than a powerful pistol cartridge, it should provide protection against shrapnel, ricochet, bullet spalling, blunt impact and maybe even FMJs that have lost plenty of velocity and not at an ideal angle.
And if you couple a groin protector panel with blast pants, you might just be OK but either way you won't be in any condition to fight, let alone stand up after a hit. (popped balls) :oops:

China makes pretty good level IV for very good price! For police units, I imagine they can probably afford it. Checkout militech

The locations of the straps and form limit the ability to move the legs and torso. This is a major limitation for movement across any distance.
It's always that fight of how much protection vs how much mobility.
The structure needed to protect around the lower torso has to protect more than just the genitalia also critical is the femoral artery that is absolutely critical protection as well.
The problem is that if you add hard plate you inhibit motion. Soft plate is lighter and more flexible but reduced protection.

I thought it’s literally just draped over the crotch

Not with a proper system. Besides that would still make it very uncomfortable and offer no real protection against blasts or impacts as in a blast it would be blown out of the way in a impact it would well a kick in the balls.

Manufacturing materials used in Hong Kong garrison gear looks much lower quality when compared to equipment used by those other forces. I have handled all sort of equipment in my current job and HK garrison equipment looks like the cheap camping gear.

How can you tell from the look of it? I'm just pretty curious what features make you think that.

Just by looking at it's "shine" and fabric rigidness, etc. Of course I can't be 100% sure (more like 95%) but compared to other stuff it looks very cheap airsofting equipment.
