But that's what they wore, as many images show. This is actually the first time I seen images of Iraqi forces wearing type 07.

The US doesn’t have absolute control over the command of Iraq if it had things going on there today would be different. Iraq has bought Russian tanks and equipment of late as well.
the Iraqis got some stuff from the US early on but one concern is IFF. The US forces wanted to be able to tell Blue from Green. Buys of US made were likely offered like we see in Afghanistan but that moneycomes from Baghdad’s coffers. The US may discount but nothing is free, a US uniform set has restrictions on it for makers (US) and US Equipment has restrictions on use. As such the powers in Baghdad probably got a better deal from Chinese makers on Highland desert than from the US on 3 color or desert tiger.
Right, but I expected it to have influence in order to keep Iraq within it's own ecosystem. IQSF might have adopted Type 07 to distinguish themselves from regular forces which were using DCU, considering during that time normal Iraqi forces had a terrible public image, supposedly abandoning their positions and not fighting at all. Type 07 could just be best option for the money, looks like it works well.

Besides the US, the largest source of combat uniform in the world is most likely China, so if those US-made camo gear is too expensive, then flip through Alibaba is the only likely alternative.

I have my doubts because I don't trust (cellphone) cameras to capture colors accurately in very lowlight conditions. That and the fact there's suspiciously too much blue in the image, perhaps a blue tint was applied to at least some parts in post, if not to the entire photo. When you mix blue with green, you get cyan, which is exactly the color of the tint on that guy's eyes.
