Which is by design, it’s a trade off they find useful. However, it’s most useful when wearing headphones and such if I’m correct, so without some additional headgear, the high cut helmet doesn’t offer any benefits aside from slightly lighter weight.
you can fit radio coms under a full cut ach helmet. it inherited its design from the mich helmet which was made to integrate coms via foam pats to allow a wire band head set over and had the sides flared out to give enough room . I run ear armor m32 under a ach

i dont see why armor is hard to do. China makes 99 dollar functional nij 4 plates that have been tested by buffmen and tons of other folks. China also cranks out good dgnv ex pard holosun etc .
China clearly has the ability to manufacture the required equipment, but not necessarily important for the fight it's gearing up for.

I think again it's a matter of priorities, those kinds of equipment have a shelf life especially if ran hard in exercises which the PLA seems to do, it might just be better to focus on the hard platforms that will take time to wind up rather than PLAGF infantry equipment. Once escalation starts those civilian manufacturers can easily pivot to military production.

Run of the mill Infantry won't be needed really before the naval/aerial fight is settled anyhow. In the mean time such expensive equipment use can be limited to SOF which might be forward deployed.

It's important to train with these things though.

you have to train with weight and watching buffmen test them he does nij standard drop test plus extra hot over specification nij armor tests . chinese armor holds up well. Troops need to train in armor as you move differently dhoulder your rifle differently get tired also if their turning a profit at 99 buck a nij 4 plate i think china can afford the msrp for every troop. Every dead solider os a waste armor saves lives and saves morale . look at russian conscripts fucking dying like dogs with no armor having to crowd fund it . Thats disgraceful . A first rate army has all the kit and gear . China should start stockpiling enough armor for 10 million people as that gives them depth for losses and cycling . soft nij 3a plus front back rear plates ( nij4) and a helmet is 917 ( militech) would mean 10 million runs you 9.17 billion dollars over a period of lets say 10 years of contracting . 917 million a year in acquisitions . Not to mention it builds loval industry . Now if you think ten million is too high you could reduce it to 2 million its only 1.83 billion and if spread out over 5 years is only 366,800,000 a year . Heck you likely could get troops to pay half and just pay the manufacturer to subsidize them .
