He has a Rocket launcher. I find it a little odd too. Would want something as a fall back in case the “noob tube” is to much or out of noobs.

That's a battery? Wow, that makes sense, given its odd shape and the features along its edge. The size of the pack is likely indicative of the power requirements of the new individual soldier system.
