Note the Mengsi vehicle behind them. It could be they are wearing the holsters there because they are mounted infantry, and it’s certainly easier/quicker to draw a gun holstered there from a seated position compared to the standard holster placement.

To be honest I don't see the advantage of fancy scopes in what look like short barrel rifles to me.
But yeah basic things like gloves should be widely available particularly for the guys in mountainous or cold regions.
