How can CHina catch up with the West when its hands are tied?

As you know the west purposedly withholding advance technology away from China. It doesn't want China to be able to compete with them at that.

...and why should "the West" or anyone else give away their competitive edge to create more competition for themselves?

When Japan export manufacturing to another country, they always withhold certain critical technologies to make sure that the domestic industry can be maintained. That's just sensible business practice.

One needs to understand how the US and Germany surpassed the UK in industrial technology despite tech restrictions in the past, and how even the Soviets matched or even exceeded the US in certain areas as well, so for China to become a world leader in technology isn't too much of a stretch. The key element is how commercial technology is significant in producing better better products both military and civil.

Apart from being the most desired place to go for much of the worlds population, especially after ww2 ,the United States had the financial resources to implement the discoveries made from applied research, something that war broke Europe didn't have and provided the driving force as the destination for all sorts of researchers.. The question is can China replicate a similar situation,when it comes to implementation of applied research.

Situation is changing. It is no longer the US that has the financial resources but China, and in particular companies of it. For example, last year, Huawei logged the most patents of any company in the world, almost accounting for one sixth of all China related patents.

Also the educational culture in China puts much emphasis on science and mathematics. Which is why in programming competitions around the world, young programmers from China are consistently top ranks in the highest positions. You can check the history of TopCoder competitions. China also cranks out engineers and scientists, while sadly in the US, the best minds go into lawyers and financial management, which not exactly made things any better as you see with the economic crisis.

China does have obstacles they need to deal with, which includes respect for IP, need to clamp down on IP violations, a more developed legal system to handle this, along with openness to the Web rather than trying to manage it.

Currently China is trying to narrow the gap with the resource available at hand. I think they know that it is extremely costly to do all the research at the same time, so they probably are just focused at certain critical area for improvement. Even when the European have new discovery in applied science it is always the US that came up with some form of practical use, but then for so unknown reason Europe and Asia usually adopt and utilize the technology for daily use a lot faster the we do. :nono:

Also don't forget India cranks out more MBAs in the world while China cranks out more engineers and scientists. While we crank out a lot of hedge fund managers and high paid executives and all they care about is the bonus.
