As far as I understand , Brazil wants to buy medium-sized fighters for Air Force , to replace aging F-5s . Even that is postponed :

As for Naval Aviation , currently there are no concrete plans to replace A-4s . Neither Super Hornet nor Rafale-M could effectively operate from Sao Paulo anyway ,and there is no naval Gripen . Brazil would first have to decide what kind of carrier they want to replace Sao Paulo , and in current situation that decision is far away .
Sao Paulo is a Catbar Carrier and she was in her past life as Foch The Deck on Which Rafale Cut its teeth. Although a tight fit She could use those birds. Additionally Although A air force buy the Economic logic of a single multirole type that can be used by both the AF and Navy would be and is a great selling point. it would keep cost down, save on logistics and support. for a smaller Air power its just logical.

Of course , but Rafale operated of Foch with reduced payload , because catapults on Foch were optimized for much lighter Super Étendard . Also , lifts on Foch are rumored to be capped at 15t . This would mean that Rafale-M would have to be fueled and armed on deck before take-off , and emptied and unarmed after sortie also on the deck .

French Navy's Offshore Patrol Vessel L'Adroit conducted in December at sea trials with a Schiebel S-100 Camcopter UAV. The French Navy planned the acquisition of multi-sensor rotary wing UAVs (SDAM Project). The recent test campaign is part of this project and helps to take into account new technologies and their feedback.

PIRIOU and DCNS have together won the contract for the supply of three multi-mission ocean-going vessels, with an option for a fourth, and the associated maintenance services. This contract, awarded by French defence procurement agency DGA, with PIRIOU as lead contractor, is part of the B2M multi-mission ship programme. It covers the design and construction of three multi-purpose ocean-going ships, 65 metres long and displacing around 1500 tons, to be delivered in 2015 and 2016. The ships are intended for operation overseas.

According to the French Procurement Agency (DGA), these vessels:
- have the ability to project 20 personnel (joint, police or gendarmerie) with two 4x4 vehicles along with their weapons and ammunition.
- will ensure the evacuation of citizens and have the ability to deploy and support divers and equipment (including drones) to conduct underwater interventions.
- Under the state action at sea, they will provide fisheries police missions, and contribute to the fight against illegal immigration, drug trafficking and piracy.
- They will assist ships in distress and participate in safeguarding people and property, through their firefighting means and towing capacity of up to 30 tons
