Combat units of the Lockheed Martin F-35 stealth fighter fleet within the three US military services and eight international programme partners are on track to reach an 80% mission capability rate by September 2019.

And, the entire F-35 Lightning II fleet should reach an 80% mission capability rate by September 2020, says Vice Admiral Mathias Winter, executive officer of the Joint Programme Office (JPO) in prepared testimony before the US House Armed Services Tactical Air and Land Forces Subcommittee on 4 April. Early models of the F-35 and training aircraft have posted lower availability rates, but after enough combat-unit aircraft are repaired the JPO believes those aircraft too will be capable of greater reliability.

Reaching an 80% mission capability rate was mandated by former Department of Defense secretary James Mattis for key combat aircraft, including the F-35, Lockheed Martin F-22, Lockheed Martin F-16 and Boeing F/A-18.

Winter says the F-35 JPO plans to improve aircraft availability in coordination with manufacturer Lockheed Martin, while 133 fighters are delivered in 2019 (131 units for low-rate initial production lot 11, and two from low-rate initial production lot 10). There are more than 390 F-35s delivered already, he says.

The programme office says that the cost of the F-35A is also on track to fall to less than $80 million a unit by 2020.

In addition to the US Air Force, US Navy and US Marine Corps, original partners in the Joint Strike Fighter programme include Australia, Canada, Denmark, Italy, the Netherlands, Norway, Turkey and the United Kingdom.

Poland believes it can accelerate the purchase of up to 32 Lockheed Martin F-35 combat aircraft, following suggestions that the USA is willing to expand the fifth-generation jet's operator base.

In written testimony to the US House of Representatives, Vice Admiral Mat Winter, director of the Joint Strike Fighter programme, indicated that the Department of Defense was considering sales to countries including Greece, Poland, Romania and Spain.

Winter argues that the F-35 would strengthen Poland's defence capabilities in the face of Russia's growing aggression.

"Since the US side talks about it publicly, it means that the purchase can be accelerated," says defence minister Mariusz Blaszczak.

"I am happy with this information. This is not a surprise because we have already started negotiations [with the USA]. I have prepared the legal and financial basis to acquire at least 32 fifth-generation combat aircraft."

Lockheed executive vice-president international Richard Edwards says talks on the acquisition should proceed very quickly, but cautions that the Foreign Military Sales process cannot be rushed. If a contract was signed now, he says, deliveries could be possible in 2024.

Unofficially, it is believed Warsaw will buy a first tranche of 16 F-35s.

In March, Polish president Andrzej Duda said he had already discussed with the USA the potential purchase under its Harpia programme to replace its elderly fleet of RAC MiG-29 fighters and Sukhoi Su-22 ground-attack aircraft.

In total, Warsaw could require as many as 48 of the stealthy type.
