considering the size and deck area 003 could have easily had 4 cats

The analysis I've seen on this is, originally it was designed with 4 steam cats.

But due to the last minute switch to EMALS, the hull no longer supported the original config, so the call was made to trade 4 steam ones for 3 EMALS ones.

004 should definitely have 4 EMALS cats.

There are many fans who wishfully tie the launch dates of aircraft carriers, new stealth jets etc with dates of importance like anniversaries/commemorative dates. The original posters usually post these dates as light hearted jokes, but more and more people tend to believe them.

I don't think PLA/PLAN/PLAAF like to put launch dates of their new toys on predictable date of events, but fans are a different breed.
