Does anyone think the Type 003‘s hull is based off the Kuznetsov?
Depends on how one defines something being based on something else. I do see certain similarities, as if the designers went with the tried and tested basic Carrier 002 blueprints and then adjusted them for new requirements. But still, enlarging a ship and adding bunch of new technologies also asks for some new research and development, on top of what was done for 002.

Just like the US had a design for its Forrestal class and then reworked that approach for its next batch of carriers, the Kitty Hawk class. There are many similarities between the two, but also many differences.

Given how there are many US carrier classes which do share a lot of design points but are still considered separate classes, I do think it's more prudent to call 003 a whole new design, even though fundamentally it probably does re-use many design approaches already tested with 002.

The internal division into watertight compartments is not the same. It's a new design.

To compare with the US Navy: CV 59, CV 63/66 and even CVM 65 were based on the same basic division. With CV 67 and consequently CVN 68 or CVN 78 a new design was created.
Someone in another site did mention the 003 uses the same powerplant arrangement as the Kuznetsov/Liaoning, and it makes sense as it reduces the risks of delays due unproven tech and stills allows for some level of commonality with the other carriers.

As far as we can find out on satellite images. But the engine rooms have a different layout. In contrast to Kuznetsov / Liaoning / Shandong, the auxiliary machines may be housed in other compartments. Different auxiliary machines are also required.

It also has IEPS right? Something Kuznetsov class lacks

It is kind of pointless to add a new one off propulsion design when they plan to scrap conventional propulsion for nuclear soon enough.
