What can they test at sea with mockups that they can't docked?

Being underway at sea overall is probably just more realistic for spotting and maneuvering the rig on deck.

It's also unlikely that the sea trial is exclusively only for doing tests with the mockups, but rather the sea trial is for a whole bunch of things after the ship's overhaul.

However on another note, the Liaoning was now for about one year in maintenance and MLU, so why was this time not used to replace the older radars to the same standard like the Shandong? Cost, too time-consuming or not really necessary yet?

I suspect it probably wouldn't be worth the changes because it would necessitate structural, cooling, space, weight changes.
I personally do not expect Liaoning to get a radar upgrade for its primary Type 346 arrays, in the same way I don't expect the 052Cs to get a radar upgrade for their Type 346 arrays.

Sensor and combat management related upgrades as part of the MLU likely would be inside the ship where we cannot see obvious signs of.

They usually get the newest escorts anyways, upgrading the main radar might increase redundancy but it's not all that necessary perhaps.
