It is because there is a core minority who insists on their culinary preference, the government needs to intervene. It will take time for the underground market to diminish to negligible level.
And driving that core minority underground and away from authorities is definitely not going to help in any scenario.

And if we do ban it, people who wants wildlife meat will go to underground channels to get it and if an outbreak does occurs people will not report it for fear of being charged.

It will be not be overnight when people change their lifestyle, but a ban will hasten it.

And how many outbreaks due to reluctance to report to authorities will China bear until then ? They are lucky that the people in Wuhan are quick to report to the proper channels to corral the outbreak.

We won't know yet if there will be such an outbreak after the ban. If it happens, how frequent or serious. If it happens, is it due to illegal consumption?
 
Like what I have always suggested before, create a channel whereby people can sell and purchase wildlife products that are properly certificated and regulated. It may be more expensive but that can be offset by funneling the cost onto the consumers themselves.
yeah but (OK I just ate my breakfast so I'll do it) don't they eat them 'raw' like blood, wings, scales, ...?

I think China should just stop this -- and there're tens of million members of law enforcement, plus billions of webcams, drones available there (in addition to snitches hahaha)

Now they are saying the Pangolin is a potential host for the coronavirus. Which will be hilarious if true because Pangolins have been banned for years now.
