I've been talking about this with India, it's actually amazing how few people understand this. There's a disconnect either from not thinking or not wanting to think about what the end state of the increasingly hot and erratic weather in their region is. They're talk about how its getting hotter and hotter but have no backup plans.
I think it's a combo of not thinking too far into the future, nationalism and not wanting to think about overly negative things which they can't do much about. That's for the average joe. For the Indian government, the short term thinking is what the election cycle forces. Right now in India the main focus is still on the current elections rather then the long term climate issues.

Worse off are the western "experts" who try to shill India as the next China purely based off population and GDP growth, and never address how India's development is gonna be impacted by much of the country becoming a desert.
