Even if I cannot read the number itself, there seems to be a pattern that does not fit:

PLAAF numbers are simply 5-digit numbers
PLAN NA numbers for UAV are either 4-digit, 2-digit or 2-digit + the letters HY
and PLA AA UAVs have only 2-digit numbers.

... this looks like a number / registration consisting of two letters (JP ??) and a 4-digit number.

Could it be that the Chinese coast guard is also getting in on the U(C)AV game?

Might be an internal Tengdun serial number. It's possible the company is letting the military trial a version of the drone.

It was initially built as a delivery drone so it may very well be the case.
