a lot of 73rd army's exercises seem to be aimed at taking Kinmen, rather than Penghu or Taiwan proper, it makes sense since they are based in Xiamen.
these unmanned helos are an example, others being the use of 122mm arty for indirect fire, absence of amphibious ships etc, all indication of a short range assault on Kimen.
it is possible that 73rd army is designated to be the first echelon deployed in the first phase of a war in the strait, quickly seizing Kinmen and maybe even Matsu. while objectives beyond that are assigned to 71 72 and 74

It is a ground-effects vehicle type of drone. Purpose would be anti-ship.
What's the designation? I couldn't find anything by searching CaiHong-T1.

Here's that battlefield supply UAV again. The camera lens gives the optical illusion that this is a small drone, but it's actually quite substantial. Judging by the size of the payload compared to the two soldiers in the last image, the drone stands taller (skids to rotor hub) than the soldiers.
