That is called "soft power". In RE matters, America don't have choice either as 90% RE supply chain is in China. Just like majority China smartphone chip is still built by TSMC, not SMIC.

Its good national policy to send students abroad to learn and bring back useful knowledge. This is by design. The available spots in the top Chinese institutions are limited and extremely competitive. Students unable to secure those spots must prove their worth overseas.
