China was already doing that with their 1000 talents program. The US responded by prosecuting anybody doing collaborations of any kind with China via lawfare, with every case being labeled as national security or espionage. This had some success but the hate crimes against Chinese nationals has probably been more successful reversing the brain drain.I may be wrong, but I think China should do a great effort to bring back those Chinese people which are working in the USA. It will probably be much cheaper, even if China offers three times the salary those people are getting today. And it would speed the development of Chinese IC industry while reducing available talent to the US. It would be a win-win thing.

I think this is a great idea but I would begin it with PR status with nationality granted after say 10 years ONLY if the applicant were willing to repudiate their existing nationality. Loyalty is an important thing and it's never a good idea to have a side chick when you're already married.Yup but China need to be flexible and allow dual nationality because at first people need to be convinced that working in China is ok, Or make it easier for overseas Chinese to get visa. Well now they already allow 5 years visa for ethnic chinese regardless of generation as long as you can proof that you are ethnic Chinese. A lot of people in Malaysia is now quietly moving back to their home provinces
I think US elites are realizing their gravy train is coming to an end. So, they are trying to stop China's rise on the tech ladder before they completely annihilate their business like what has already happened in non-tech sectors. It's like what happened in Africa. Africa was a golden goose for Western "donors" who milked it while claiming to be their saviors. This toxic mix makes rational analysis of what they do next impossible. What is very possible, maybe even likely, is they will ramp up their covert false flag operations in Xinjiang, Tibet, SCS, Taiwan Strait, etc., as well as targeted bombings and assassinations in all countries with pro-China relations. This sort of disgusting behavior is a large part of their history. Our discussions all revolve around technical capabilities and projections but there is always that risk of sabotage. In just recent history, ASML was on the verge of shipping that EUV lithography machine ordered by SMIC and then a building suppling parts of the EUV lithography machine was burned down. That just happened to delay the delivery long enough for the whole deal to be cancelled.The majority of chips in demand are 14nm 28nm and higher, which China is well along the path of full domestic suppliers. The cutting edge will take a while more, but Xiaomi number #2 in the world in phone, and they buy leading edge chips because the other IC supply chain outside of China wants to keep selling to them.
Long story made short, President Trump already played all the cards.
There in nothing more the Americans can do at this point.
China probably will eventually get there, and along the way we probably see a couple of defections.
