Thing is Japanese muscle in R&D have been relatively waning compared to CHN & US. Just take a look at the R&D expenditure, they are stagnant for more than a decade. Relative lack of Human resources also hurt.
Japanese companies have chosen not to go into the production of high end chips, and the state has until now not shown much of an interest in the establishment of state of the art IC chip manufacturing facilities in Japan. It is not as though they are incapable of doing it. When it comes to semiconductor and IC chip manufacturing equipment, as well as particular essential sythesized materials necessary for semiconductor manufacturing and used as components of equipment used in IC chip manufacturing, Japanese companies have a prominent presence. Japanese companies for example dominate the production of DUV and EUV photoresists, Japanese manufacturers produce DUV lighographic machines, and they also produce various lenses and photomasks used in DUV and EUV lithography.

TSMC and Samsung Electronics are permitted by the United States, because of their loyal or not too threatening governments, to use IC chip and semiconductor manufacturing equipment produced by countries that are part of the American alliance system.

In 2019, South Korea had to scramble for alternate additional suppliers and begin the implementation of a programme to greatly improve and increase the production output of semiconductor and IC chip manufacturing equipment and materials after Japan placed restrictions on exports of such things as hydrogen fluoride etching fluid and photoresists, following a spat between Tokyo and Seoul on a ruling that South Korean courts deemed that Japanese companies had to pay compensation to the victims of forced labour by such companies during and prior to World War 2.

China, unlike Taiwan and South Korea, as the Trump started trade war proved, must produce or at least have the capability of producing every single product of the supply and tech chain when it comes to semiconductor related industries. EVERY. SINGLE. PRODUCT.

So in many ways China has more advanced semiconductor plants than Japan. Wondering how advanced the EU and the UK in semiconductor plant?
It is purely for financial and commercial reasons that Japan does not have more sophisticated IC chip manufacturing companies. It has nothing to do with lack of capability. Japanese companies produce highly advanced semiconductor and IC chip manufacturing equipment, synthesizing materials, and components utilized in DUV and EUV lithography equipment.

For what it cannot presently produce, if the Japanese government decided tommorow to back a venture for a Japanese company (whether commercially viable or not) to go into IC chip manufacturing, non Japanese companies like ASML would face no restrictions in supplying such a Japanese company with its equipment. The United States would not object.

What is the quota cap... does this mean p40 will be back in stock and p50 will happen at scale
I'm not completely sure what the caps are but I'm surprised Huawei had this many Kirin9000 chips made. Maybe they have some backdoor deals with the US and TSMC?

Japan doesn't even have enough workers for convenience stores. It was forced to relax the immigration rules by allowing mostly Chinese, Koreans, Vietnamese, and Filipinos to live and work in Japan. There are around 700,000 Chinese legally living, working or studying in Japan.

Massive numbers of Chinese working in retail in Japan, besides Lawsons and 7-11, many working in pharmacies and supermarkets. They would speak Mandarin (and some Cantonese) to us when we asked about products and discounts.

Before the pandemic anyway.

I blame Sony and Nintendo. They have enough sales to justify designing and manufacturing their own chips but they fail to do so.
Sega at least bought chips from Japanese suppliers. As did NEC with PC Engine. Unfortunately they failed in the market.

Sega Dreamcast was last Japanese console with chips designed and made in Japan.

Without the consumer hardware vendors demanding Japanese chips it won't happen.

Japan has high level chip design talent. Just look at the Fujitsu A64FX chips.

I dont blame these 2 companies too much

As you can see they have just "recently" returned to making good profits and the numbers are still too "low". And dont forget that for Sony all of its divisions were losing money except for gaming. They really didnt have any money to waste on these things

And now with these profits, shareholders will finally demand some returns from the company. They have "suffered" for so many years with this lackluster performance that now they are seeing profits they will definetely demand more money from the company

The only thing they can do now is maybe start designing some chips, nothing more. Shareholders wont let them endanger the company's recent stable financial position
