"The company plans to eliminate approximately 15% of its worldwide R&D workforce in the near future, which amounts to around 1,000 employees. Only about 5% of these job cuts are expected to be in the US, with the majority being in China."
they're getting rid of some of their most productive employees, well done.

That means productive employees that Chinese companies can take.

Downsizing is often a sign of a decline for a company. As it turns out, when a company has bled too much of its blood, it barely has enough strength to be competitive again.
In a couple of years we will read about how the Chinese stole their ideas and IP.
That is the only reason the Chinese chip designers can compete.

so he is saying we will get a SSMB-EUV prototype before LLP-EUV prototype? If he already has an image, then looks like they already have a plan ready.

@PopularScience translated it as "building construction", and Google translates the original Chinese sentence as "civil construction", so I'd guess one year is just for the walls.

I really don't want to downplay the effort, nor the importance of this step, I'd like just like clarify, eventually a native speaker could confirm that it is indeed "civil construction".

yes. The building will be completed in one year. Smaller than a half court football field anyway.
