The Fielong-60A have been tried in 2025 which can be operated from Rocket launchers like SR-5 (export version of PCH-191. Algeria has most probably imported it too. The capability to launch from SR-5 indicates that PCH-191 with PLAGF's Long Range Rocket Artillery Brigades may use it too
The export version of the PCL-191/PHL-16 is the AR3, not the SR-5. Those are two different MLRS systems. Feilong-60A is also an export system, and there's no evidence that the PLA uses it, especially when again, it's not compatible with the PCL-191/PHL-16, and they don't use the SR-5.

The PCL-191/PHL-16 can only launch two types of guided rockets (300mm, 370mm), two types of TBMs (610mm, 750mm), and it can also launch a subsonic AShM (TL-7B), but the PLA doesn't use that and is more for customers to purchase with the export AR3 system if they choose to buy that. If they did procure any truck-based loitering drone system, it would probably be in the form of the light Mengshi-based one that carries 18 total drones similar to Feilong-60A, rather than procuring another large MLRS system like SR-5.
