Or maybe PLA is trialling it to see if it is worth refitting its fleet of ZTL-11s with a modern autoloading & stabilized turret?A turret previously intended for the Type-15 competition was observed installed on a ZTL-11 chassis in Baotou. (maybe it's for export?)

Because I'm not sure if the factories still produce the old chassis, now that the evolved version have been fielded by PLA.
If this project is for export, then Norinco/ PolyTech might have some sort of a trade-in program with the PLA to replace the old ZTL-11 with the new evolved version, just to acquire the old chassis.
This sounds a bit too imaginary, so how about military assistance program? Though in that case the old ZTL-11 should be perfectly adequate... ¯\_(ツ)_/¯
