Not even close. There is no Singaporean equivalent of TSMC, Samsung or Tokyo Electron, and compared to those countries Singapore produces nothing of value. Singapore is a place for foreign multinationals to park their money and take advantage of a well educated pool of workers. The ultimate goal of every Singaporean is to whore themselves out for a 'prestigious' multinational, not start their own company that puts Singapore on the map.
IMO Singapore is going to be a winner in the semiconductor war. Less of a geopolitical hotspot than Taiwan, and easier to recruit Taiwanese engineers than U.S. or Europe (no risk for anti-Asian racism/more Mandarin friendly/closer to Taiwan for family visits).

Singapore will be a winner in the sense that it is increasingly being seen as a safe spot for FDI. And that's all it's ever going to be. A place for Intel, TSMC, Micron, and so on to park their assets. Singapore will never have its own Intel, TSMC or Micron.

All of these companies Intel, TSMC, Micron can't make EUV machines, and therefore Singapore cannot compete against China longer term.

Numbers look a lot better now, I hope growth will be even better going forward as Europe and other countries suffering higher production cost presents a good opportunity to take more factory orders and market share.
With the west slipping into recession, this is the perfect time to pump up China's godly industrial muscles and gobble up more market share in high technologies.

According to the news release by MIIT, China now has the second largest computation capacity (算力) in the world, more than 140 exaflops in total. It has been growing at 30% in average every year in the last 5 years.

The 14th 5-year plan (2021-2025) specifically requires to create multiple national computation centers with capacities at the exaflop and 10-exaflop scales. To implement this requirement, MIIT and NDRC, etc. have issued a joint directive on constructing 8 national computation hubs (国家算力枢纽节点) all over the country to bootstrap the "Data generated in east, computed in west, consumed in east" project (“东数西算”工程).

“十四五”规划纲要明确指出,要加快构建全国一体化大数据中心体系,强化算力智能调度,建设若干国家枢纽节点和大数据中心集群,建设E级和10E级超级计算中心,为今后五年我国的算力产业发展指明了方向。工业和信息化部联合国家发改委等部门印发《全国一体化大数据中心协同创新体系算力枢纽实施方案》,批复同意在京津冀、长三角等8个地区建设国家算力枢纽节点,启动实施“东数西算”工程。

More than 50 millions internet users are now connected on Gbps (1000 Mbps) bandwidth. So far 1.7 million 5G base stations have been deployed to serve the 420 million 5G mobile users.

We have information about the three existing exaflops supercomputers in China, OceanLight in Qingdao, Tianhe-3 in Tianjing, and the Sugon system in Shenzhen. None of these three cities is in the 8 national computation centers as planned by MIIT and NDRC.

So the supercomputers for the 8 national centers must be new.

No. It's merely an extension of the existing exemptions. No new items has been added to or removed from the list since the last extension.
