what they doing is illegal. Collusion.
China punish Qualcomm for monopoly for $1billion. It can do the same to Samsung, Micron, Hynix.
If there is some substantial facts behind this collusion, now is the best time to take actions. The action do not need to be formal legal procedures, just ministry of industry and information talking to Samsung representative would be enough. In the current atmosphere Samsung would be more willing to comply as things are already bad enough, can not be any worse. Better to do it now than later when SK-China relationship recovers, one does not want to slap a smiling face.

They should hone them if they have enough evidence, the total 3 billion dollars can be use to help the local start up's and set these companies capex back
Heck, with South Korea placing Thaad to harm China interests and random machine gunning Chinese fishing boats, China ought to fine Samsung and Hynix $2billion each instead of $1billion for monopoly.Micron probaly gonna do plea bargain like qualcomm to for technology JV with Chinese firms and get away with $1billion fine.

what would happen (I know its extremely unlikely) if they decided just to move out (ignore) Chinese market ... what Chinese Govt could do?

Impossible for companies to do that with commercial products. If one don't ship directly to China their competitors (which includes Chinese domestic companies) will just take up their market share.

Even if it's something China cannot make, and all the makers around the world collude and move out of China at the same time. So long as China wants the products bad enough to be willing to pay a slight premium over normal prices, you will just see all of China's neighbours suddenly become massive customers of said products, which they will just forward to Chinese end users at a slight mark up.

Only an UN backed sanction regime can hope to prevent certain goods reaching certain countries. Even then it's not possible to entirely stop things getting through.

I'm sure they're trying to collude but they know China will punish them. If China was a part of TPP, those companies would be safe from punishment since the governing committee for TPP overrules a country's own judicial system, laws, and sovereignty. That was the whole point of TPP.

That would be a Godsend to China. Domestic companies, although at lesser tech advanced , would have a chance to control the domestic market., Korean companies , would absolutely refuse to leave even if you beat them up.

I wonder what is going to happen with Trump after he is found guilty of miss use of charity money for his own benefit?
The electoral votes are not actually in yet and they can vote whichever they choose or cast a blank vote in which hasn't happen in history but what will happen if neither candidates reaches majority?

Will this end up in the the "What the Heck?" thread or........

Trump may even be impeached even before he is sworn into office in which case the vice president will become the executive chief in which case everything will be on the table again.
