Again not necessarily. For example, Tacoma Semiconductor was a $2.8 billion joint venture between Nanjing. It just flopped after only a few years.
Semiconductor is not easy. Money is only a portion of the equation.

Tacoma was not operating against the same backdrop where it's do or die, battle with your backs by the cliff. The current situation of SMIC/SMEE backed by the CCP is something that has never happened in the semiconductor world but every time this situation presented itself in China in other fields, China has always overcome.
