Aww...cute, but slightly dangerous for the kids to ride like that without a helmet, than again it's an electric bike (not sure if those are less dangerous than the motor scooter).

I dont think it would make any difference whether the kids fell off a electric or regular scooter into the path of a closely following or oncoming vechile

Man..In the US anywhere, no matter the state, if a person were riding a motorized cycle like with kids on board, if caught, they'd be facing felony child endangerment charges. Not to mention a major traffic ticket.

In China, the construction quality of residential buildings reached the lowest level from late 1980's to middle 1990's. Since early 2000's, the construction quality significantly improved due to implementation of new safety rules and quality inspection system and personnel. During late-1980's to mid-1990's, the mentality of house builders was very simple: get quick money using the cheapest materials, then run. Nobody cared about whether the building would collapse tomorrow.
