don't overthink it, it is simply because they don't want to do the work of putting the skirt on then take it off again for maintenance and cleaning every time they go out. similar to how soldiers will omit putting plates in plate carriers.
In case of soldier and plate it is a bad reflection. Moving while inconvenienced by the plate is part of the training.

I last saw on CMF zzwave a picture of a type 96A tank of the PLAMC marines. The
man on the gunners side of the tank clearly
wore a blue marine dress. Does anyone know wether the PLA marines use the type 96A tank and since when? I couldn’t find it on Wikipedia under their equipment list.

PLA Navy and Marines uniform was changed in late 2021 to brownish green camo. This photo must be before then.
