I might be the odd ball here that nobody agree with, but I've invested vast amount of time studying and understanding Chinese history, society and philosophy. My perception of reality is that propaganda really doesn't matter, unless it is to strength internal unity. China does NOT need to play the propaganda war outside of the firewalls. She never did. We Chinese is a much older and experienced civilization, we know that it is unrealistic to demand superiority in every field, nor is it really desirable in the long run.

Many times in history, it is the overly successful external propaganda campaign that led to the demise and defeat of the initiators of those propaganda.

Some times it is okey (and even beneficial) to stay out of the bickering propaganda war. Especially for today's world. One of China's greatest strategic asset is the uniqueness of Chinese civilization. This uniqueness provided a strategic ambiguity and fog of war that deters attempts to conquer or annihilate Chinese civilization. Propaganda is a double edge sword, the more successful a propaganda campaign is, the more influential the rhetoric and mind-set of those propaganda influences both the initiator and the audience of the propaganda, this erodes the flexibility of the collective mind-set of both.

I am glad that China is not seriously engaging in a propaganda war on the global stage, sure this will mean certain disadvantages. But given up on this particular advantage will let us gain longevity and stability in the long run.
