In context of overall PRC reusable efforts, CZ-10A/B has really somewhat come from behind, given it wasn't until a few years ago that we got actual intent that they would make the single stick CZ-10 variant reusable
Its because reusability is not a big deal in terms of tech I think in the modern age of high quality sensors and control systems. I think SpaceX was just the first to actually invest seriously into it and discovered how it could be done with current tech easily.

Chinese govt started on this late but once they got serious its not really a big deal to get it done. When you compare the complexity of moon sample return or mars rover missions, the kind of precision needed for that is magnitude higher than landing a rocket back on earth.

The technology itself may not be overtly sensitive, but the time lag in real world capabilities and annual throw weight is rather meaningful especially when scaled to heavy and super heavies.
