I wouldn't say it is concern, worry or pessimism, rather just common sense, as part of the overall weighing of emerging technologies that may be a domain of time sensitive competition that can offer disproportionate influence to the overall strategic competition. Space launch, along with a couple of other domains of technology, fill this category to me.
