The vehicle has to launch into the same orbital plane as the station, meaning you can only launch if the station is about to overfly the launch site. This happens I think around once a day or something like that.
It is preferable to but don't have to because it saves lots of fuel by avoiding DVs to match the orbital planes.
About once every 3 days. That is why the previous planned launch date was 13th.

Nice. This is the first time China has sent humans into space twice in a single year. If it can get into a regular cadence of an average of at least two manned space missions per year safely conducted, it will have raised the quality of its overall LEO space program to equal the Russians.
