They know enough the Europeans are willing to tie their Martian landers to Russian tech. We are getting OT for Chinese space programs though.
Russia/USSR already had blueprints for Lunar lab modules and the means to make them, Zvezda moonbase and LEK were cancelled due to political reasonsA lander that is not proven. Russia hasn't been able to orbit the moon since fall of USSR. They can't even send a probe to orbit moon let alone Mars. I'll believe it when I see they land on Mars.

The LK lander was infact considered to be a superior design by NASA engineers who had the chance to see it firsthand after Soviet dissolution, China even bought the propulsion module's blueprints. The real issue is money and lack of political will
Basically, Russia must endure 100 years of humiliation due to defeat of Cold War. They cannot have the political will anytime soon.
