Does it matter? They're going to be bombed regardless. The risks are too high and the benefits too low for all of the big players to not treat pawns as pawns. Which is why most potential pawns strive very hard to avoid getting squeezed between giants in the first place.

This center is designed to support both militaries in conducting regional counter-terrorism operations, disaster prevention and mitigation, humanitarian assistance, and joint training exercises. Both parties will assign necessary personnel to jointly ensure the center's smooth operation. The establishment and utilization of the center are outcomes of mutual respect and equal consultation between China and Cambodia, aligning with the domestic laws of both countries, relevant international laws, and international practices. The center is not directed against any third party and is conducive to further strengthening pragmatic cooperation between the two militaries, better fulfilling international obligations, and providing international public security goods.
