There are several areas east of Rén'ài Jiāo that China can secure to prevent American and allied aggression against China's interests in the Nánhǎi Duànxùxiàn Chinese sovereign territory.

China/Xi needs to send a private diplomatic message to Philippine/Bongbong and tell him that every time Philippine takes provocative actions that undermines China's claims in SCS (like trying to provide building material to fortify their claim via their self-ground ship) then China will respond by building and fortify part/whole of the Second Thomas Shoal.

Marcos is compromised, because of the reputation of his family, his political fortune is at the mercy of his American sponsors, just one mistake and he will be ousted from office and another willing US lapdog will take his place. I dont see a scenario where the Americans will put a pause in their encroachment into Chinese sovereign territory in the SCS. Therefore, China needs to act fast and build up its presence up to be borders of the Nánhǎi Duànxùxiàn.

Removed from destroyer captain command due to "loss of confidence in his ability to command". He's ship USS Howard was at Subic Bay during the recent water cannon incident:

His ship arrived at Subic Bay on the 3rd, the water cannon incident was on the 5th. Perhaps either order from above wanted him to make a move and he refused, or the other way around they ordered him to stay put and he wanted to make a move ala 2016.

I’d like to see China donate the Sovremnys and Klos back to Russia under the stipulation that they remain in the Pacific Fleet. That way China could have a formidable partner to conduct joint exercises with in the Pacific. And, it’s too bad that Russia couldn’t maintain its Kirov class cruisers; what a flag ship that was!
China really needs to develop another regional naval partner.
How about North Korea? LOL
North Korea scored 50% of all submarine sinkings (1 of 2) after WW2 so...

Right next to the Rén'ài Jiāo is the Chinese base on Mischief Reef, so I think China knows everything that is going on and already has very fast reaction forces present there.

Scuttlebutt is that the USS Howard had a grounding incident ... which is another surefire way to be relieved of command.
