I wonder if MA-700 could substitute Y-8/Y-9 once engine has been indigenized. Seems that An-12 airframe is crash-prone.

Not in the same weight class. You would be basically comparing a C-27J Spartan with a C-130 Hercules.
You would need to either make a quad engine turboprop to replace it or a dual engine turbofan.
These would use either MA700 or ARJ21 size engines.

That's misinformation. China didn't cut its army from 2 million to 1 million. China only cuts its military from 2.3 million to 2 million.

At the time of announcement, the army had 1.6 million. It was planned to cut the army to around 1 million. It created a new strategic support force that has around 140,000. Rocket force another 120,000. Navy increased from 240000 to 300000 by increasing the marines corp to 100,000. Airforce would stay at 400,000. In addition, most of the cuts are from non-combat and non-essential personnel. Beside, the Chinese people's arm police force has a big boost in number and take up many functions that traditionally rely upon army.
